The Tibbetts have fond memories of the newly independent Caribbean nation of Tampica, but the island may have exchanged colonial rule for another set of shackles. The government is corrupt, and Tampica is now a haven for drug smugglers. Henry investigates, and in the process severely tests all assumptions about this "innocent" tropical paradise.
